A new for-hire carrier moving general freight across state lines typically applies for both at the same time. A construction company that only hauls its own materials would usually need a USDOT Number but not an MC.
If your loads include both regulated and exempt commodities, the safer path is to file for MC authority anyway — being audited as “exempt only” without an MC is a known compliance risk.

After you file your MC application, FMCSA opens a 21-day protest window. Activation only happens once that window closes and all prerequisites are on file — insurance, BOC-3, and a clean record on your underlying USDOT Number.
The single most common delay is insurance: brokers and underwriters sometimes file BMC-91 or BMC-34 forms a few days late, or under a slightly different legal name. Either issue restarts the clock.
A close second is the legal-name chain. Your LLC or corporation name at the Secretary of State, your EIN registration at the IRS, and your MC application at FMCSA must match exactly, including punctuation. We coordinate the sequencing so these line up before filing.

An active MC Number means you can legally haul regulated freight for hire — but it doesn’t mean compliance setup is finished. Several recurring filings start the moment you go active.
UCR registration is annual and runs October 1 through December 31. IFTA is quarterly if you cross IFTA jurisdictions. The drug & alcohol consortium has to be in place before your first dispatch, and pre-employment testing applies to every CDL driver, including owner-operators.
If you plan to register vehicles in two or more jurisdictions, IRP apportioned plates are usually the next filing. Your home state coordinates that registration through the IRP base-state model.
