  • Cross state lines (interstate commerce)
  • Transport hazardous materials

What Is a USDOT Number?

A USDOT Number is issued by the Federal Motor Carrier Safety Administration (FMCSA) and is used to monitor a company’s safety record, vehicle inspections, crash investigations, and compliance reviews

USDOT numbers are typically issued within 1–3 business days; MC authority activation takes around 21 days after the filing posts and the protest period clears. After your MC authority is active, many carriers connect with dispatch support like Logity Dispatch to start booking loads. We focus on getting this done correctly the first time.

MC Numbers are also called:

We make it easy to apply for your MC authority and ensure you’re meeting motor carrier number requirements. Your next compliance steps usually include UCR registration and IFTA fuel tax setup.

What Is an MC Number (Operating Authority)?

An MC Number (Motor Carrier number) is required if you plan to operate as a for-hire carrier across state lines or transport federally regulated commodities.

In short, if you’re getting paid to move goods or passengers across states, you probably need an MC Number.

USDOT registration is required for carriers operating:

  • Vehicles with GVWR over 10,000 lbs in interstate commerce
  • Passenger service for 8+ riders for compensation or 15+ without
  • Hazardous materials in quantities triggering placards
  • Across state lines as a for-hire mover of freight or passengers

State rules can also trigger USDOT for intrastate-only carriers — common in CA, FL, MN, TX, and several others.

Who Needs a USDOT Number?

The USDOT Number is the federal identifier the FMCSA assigns to motor carriers. It’s used during inspections, crash investigations, and audits.

Even if your operation looks small, federal triggers apply once you cross state lines or carry hazmat. State triggers can add a USDOT requirement for intrastate carriers, so don’t assume “interstate only” without checking your home-state rules.

USDOT Numbers don’t expire, but they require a biennial MCS-150 update every two years, or sooner if your address, legal name, or fleet size changes.

At a glance:

  • USDOT Number = identifier for safety records, inspections, audits
  • MC Number (Operating Authority) = permission to haul regulated commodities for hire across state lines
  • Most for-hire interstate carriers need both
  • Private carriers (moving only their own goods) usually need only USDOT
  • Carriers hauling exempt commodities may need only USDOT, depending on cargo type

Difference Between USDOT Number and MC Authority

The USDOT Number identifies your operation in the federal safety system. The MC Number — also called Operating Authority — is the FMCSA’s permission for you to be paid to haul regulated freight or passengers in interstate commerce.

A new for-hire carrier moving general freight across state lines typically applies for both at the same time. A construction company that only hauls its own materials would usually need a USDOT Number but not an MC.

If your loads include both regulated and exempt commodities, the safer path is to file for MC authority anyway — being audited as “exempt only” without an MC is a known compliance risk.

The most frequent issues we see during MC activation:

  • Insurance not on file with FMCSA before the protest window opens
  • Mismatched legal name between IRS, Secretary of State, and FMCSA records
  • BOC-3 process agent not designated, or filed under the wrong entity
  • EIN issued but not yet active in IRS systems (typically a 2-week wait)
  • Address typos or PO boxes where physical addresses are required

Common Mistakes That Delay MC Activation

After you file your MC application, FMCSA opens a 21-day protest window. Activation only happens once that window closes and all prerequisites are on file — insurance, BOC-3, and a clean record on your underlying USDOT Number.

The single most common delay is insurance: brokers and underwriters sometimes file BMC-91 or BMC-34 forms a few days late, or under a slightly different legal name. Either issue restarts the clock.

A close second is the legal-name chain. Your LLC or corporation name at the Secretary of State, your EIN registration at the IRS, and your MC application at FMCSA must match exactly, including punctuation. We coordinate the sequencing so these line up before filing.

Once your MC authority is active, the immediate next steps are:

  • Confirm your MC and USDOT are listed as “Active” in FMCSA SAFER
  • File or refresh your UCR for the current registration year
  • Set up IFTA if you’ll cross IFTA jurisdictions
  • Enroll in a DOT-certified drug & alcohol consortium before hauling
  • Schedule your driver MVR and qualification file review

What Happens After Your MC Authority Is Approved?

An active MC Number means you can legally haul regulated freight for hire — but it doesn’t mean compliance setup is finished. Several recurring filings start the moment you go active.

UCR registration is annual and runs October 1 through December 31. IFTA is quarterly if you cross IFTA jurisdictions. The drug & alcohol consortium has to be in place before your first dispatch, and pre-employment testing applies to every CDL driver, including owner-operators.

If you plan to register vehicles in two or more jurisdictions, IRP apportioned plates are usually the next filing. Your home state coordinates that registration through the IRP base-state model.

Who Needs Both a DOT and MC Number?

If any of the following apply, you need BOTH numbers:

  • You are a for-hire carrier
  • You cross state lines with your freight or passengers
  • You haul regulated commodities

Typically around 21 days after your insurance is filed and the FMCSA review period completes. The USDOT number itself usually issues within 1–3 business days.

Do I need a BOC-3 process agent before MC activation?

Yes. FMCSA requires a BOC-3 (designation of process agents in every state) on file before your MC authority can activate. We file it for you during registration.
